new sendmail package release 20080731

This release is currently in production on my servers, under sendmail 8.14.1.

Highlights:

Mostly a bugfix release, with a few new knobs and the like as requested
by Chris Candreva and Bryan Bradsby.

Those using postfix and exim: please contact me for information on how
to use the EL DNSBL lookup interface.
