Fear of Phishing Scams Delay Unicode Domain Name Rollout

According to this MSNBC article on delays in unicode domain names, the reason we don't have Unicode domain names is the wide array of near-duplicate letter forms in Unicode. So, for example, you could register "paypal.com" where the "a" character wasn't the ASCII code 97, but rather the Unicode code 1072, and nobody would be able to tell the difference in a browser. Too bad the article is so full of misstatements and confusions about scripts versus languages versus character sets - it's an important issue.
