new release 20060224
This release is currently in production on my servers, under sendmail
8.13.4.

Highlights:
- mostly minor tweaks and bugfixes. Only big change is to the order in
which whitelist, spamtraps, bogus/silly HELOs are checked and their
relation to role account force accepts. (They now happen in that order,
whereas before we had rejected spamtraps before checking whitelist,
and accepted role account mail before checking for silly/bogus HELOs).
