new release 20060731
This release is currently in production on my servers, under sendmail 8.13.7.

Highlights:
- modified format of dbm files to use less space; most of the changes
that had been required for this were already made to the various EL
files, so this should have little effect on anyone using a recent
release (i.e., any release since last year)
- minor shuffling of checks to EL_Check_Eoh.m4 to avoid scoring anomalies
in messages with multiple recipients.
- preliminary (read: "not quite working yet") checks for image-only spam
- added check for "Your money" spamware
