new pats posted - 20070114 (maintenance pats release)

NOTE: the 'rightanchors' file format has changed; instead of 'RIGHT',
the entries now distinguish between 'STATIC', 'DYNAMIC', and 'GENERIC';
expect a new package release for sendmail soon that will allow local
policy settings to discriminate on the basis of dyn/stat/generic for
right anchors as well.
